India food tax

I had dinner tonight in New Delhi at the Leela Palace. It is a lovely hotel. The food in its "coffee shop" was very good, a little slow in coming, but quite nice - 4/5 rolled mashed peas and spices with a mint sauce a starter for about 15 USD, followed by a chicken tikka with a lentils on the side and a small fresh salad, with garlic naan bread for about 25  USD + bottle of water for about $2.50. Included in the final price was a total tax of nearly 20% - each element of the meal taxed, it appears, at a different rate? That is too much for two courses in a coffee shop.
